The dark frame of the ship around the bright harbor is doing real work here: the eye has nowhere to go but out through that opening, past the breakwater, to the skyline. And the little powerboat with its wake is the heartbeat of the whole frame. It gives the distance a scale and the picture a moving part; in 1974, that’s luck you had to be patient for.
The dust and scratches are the era in it. I’d leave them.
